PROPOSED BUDGET FOR MIGORI COUNTY FINANCIAL YEAR 2023/2024

Migori County Assembly yesterday, reviewed a proposed budget and medium term framework for financial year 2023/2024 that will focus on building County development projects in various thematic areas if Migori county Fiscal paper is approved.
If the budget is approved, Migori County expects to receive equitable share that amounts to 8.335Billion as on revenue projection based on the estimates contained in the 2023 policy statements with the exception of grants and donor funds.
County of Migori also, expects to raise 470Million on source local revenue. For 2023/2024 financial year the County expects to receive accumulative amount of 8.805Billion shillings.

DETAILS AND PRIORITIES OF SOME OF HEAVILY ALLOCATED SECTOR
Health services and Sanitation
The sector intends to deliver through provision of preventive and promotional health services as well as curative through rehabilitative and referral services. It will also undertake projects for
Universal Health Care. It is therefore proposed that the sector be allocated KES 2,352,038,172 to cater for both recurrent and development expenditure in 2023/2024 FY.
Environment, Natural resources and Climate Change and Energy
This sector will enhance disaster prepared, prevention and response to recovery including rescue services and building of the country resilient capacity to Climate Change. This is through implementation of Climate Change adaptation and mitigation inventions. It is proposed that the sector be allocated KES 94,667,339to cater for both recurrent and development activities in 2023/2024 FY.
County Assembly.
This sector will ensure public engagement and performance of all the functions including holding public committee. It will also plays the role of strengthening the democratic space and governance in the county. It is therefore proposed that the sector be allocated KES 905,472,209 to cater for both recurrent and development activities in 2023/2024 FY.
Public Service Management and Devolution
The sector will ensure proper storage and scrutiny of all information, comprehensive coverage of the civic education curricular for improved public participation. It will serve to increase the county revenue through imposition of penalties. Due to the crucial role of the sector, it is proposed that the sector be allocated KES 867,371,274 to cater for both recurrent and development activities in 2023/2024 FY.
Roads, Transport, Public works and Infrastructural development
The sector will undertake a project of zoning and scheduling of equipment in three regions within Migori. It is therefore proposed that the sector be allocated KES 805 891 998 to cater for both recurrent and development activities in 2023/2024 FY
County Executive.
This sector will monitor and evaluate all government policies, programs and projects through committees’ ad field visits. It will guidelines to strengthen Monitoring and Evaluation functions across all sectors. Due to the crucial role of the sector, it is proposed that the sector be allocated KES 615,587,000 to cater for both recurrent and development activities in 2023/2024 FY.
Agriculture Livestock and Veterinary Services
Livestock farmers will be supported through provision of feeds and livestock input subsides and provided with regular animal vaccination to their animals to enhance disease surveillance.
This department intends to undertake two key projects; a) Completion of Nyailing’a chicken slaughter house. b) Construction of Karamu and Rapogi chicken slaughter house. c) Establishment of disease diagnosis laboratory in Migori town. Due to the crucial role of the sector, it is proposed that the sector be allocated KES 389,536,027 to cater for both recurrent and development activities in 2023/2024 FY.
In comparison with the proposed budget allocation of Financial Year of 2022/2023, it is evident that the proposed budget for FY 2023/2024 is slightly higher by KES 1,264,417,176.
For final budget and medium term budget framework for Migori County FY 2023/2024, some figures might change while others remain the same depending on the actual allocation as shall be approved.
